This is true if chart shows SMA under 200 its mean there is lot of pressure on the stock or pair. But question is this. Is this the right time to enter ? I say no because maybe you have to wait for very long time to recover it. So as per my view you should enter in the trade when its move up and just brake the SMA 200. But not use 2% of your equity.
