In my opinion it is not true.Forex market is not depend on weather or likes weather. Forex market depends on economical and political situation of many countries.Analysis about market and the situation of country you can know about ups and down of market.If a country reached economically strong position than it is clear the market of trade this country is must want to high if at same of opposite than market must go low point.There for the nationally position of economic and politics directly effect on trade.
